Prospective Student-Athletes
General
All coaches, Athletics Department staff members, and student-athletes are required to follow the NCAA Bylaws that govern recruiting activities (see applicable NCAA Bylaws 11 and 13). Monitoring the recruitment of prospective student-athletes is the responsibility of the head coach and the Associate Director of Athletics - NCAA Compliance. The Associate Director of Athletics–NCAA Compliance will conduct monthly checks of recruiting documentation.
Prospective Student-Athletes
A prospective student-athlete (PSA) is a student who has started classes for the ninth grade. In addition, a student who has not started classes for the ninth grade becomes a prospective student-athlete, if the institution provides such an individual (or the individual’s relatives or friends) any financial assistance or other benefits that the institution does not provide to prospective students generally. An individual remains a prospective student-athlete until one of the following occurs (whichever occurs earlier):
a) The individual officially registers and enrolls in a minimum full-time program of studies and attends classes in any term of a four-year collegiate institution’s regular academic year (excluding summer); or
b) The individual participates in a regular-squad practice or competition at a four-year collegiate institution.
All Head Coaches or approved designees are responsible for placing all PSAs on Compliance Assistant (CA) and the departmental recruiting database. Head Coaches or approved designees are required to input or identify PSAs within 48 hours of initial contact on Compliance Assistant and the Department of Athletics recruitment database.
Permissible Recruiters
Prior to engaging in any off-campus recruiting activities, any coach recruiting on behalf of CSI is required to pass the NCAA Coaches Certification Test annually.
The Coaches Certification Test Procedures are as follows:
- Dates for the Coaches Certification Test will be determined by the FAR as early as the Coaches Certification Test is available.
- The FAR will proctor all tests.
- The tests will be administered in accordance with the Coaches Certification Test administrator instructions and procedures as provided by the Conference (and as required by the NCAA).
- Any coach not receiving a passing grade of 80% cannot recruit off-campus until a passing grade is achieved. The coach(es) not receiving a passing grade cannot retake the test for 14 days. The coach will be informed of the next available test date and will be allowed, if so desired, to review their previous test in the presence of the FAR before retaking the test.
- The FAR will send the test results to Associate Director of Athletics - NCAA Compliance.
Non-Permissible Recruiters
Contact by a representative of an institution’s athletics interests is prohibited, along with contact by an unauthorized athletics department staff member. An institution’s staff member may not pay costs for an athletics talent scout or representative of its athletics interests to study or recruit a PSA.
Recruit Identification
The procedures for recruit identification are as follows:
- The head coach is responsible for ensuring that all prospective student-athletes are entered into the recruiting software, including any that contact has been made with the prospective student-athlete.
- The head coach is responsible for submitting a recruit roster to the Admissions Office upon request.
- Refer to Initial Eligibility regarding Institutional Request List (IRL).
- Recruitment meetings will be held on an as-needed basis between the Director of Recruitment and Admissions and the Associate Director of Athletics–NCAA Compliance to review the enrollment status of each prospective and current student-athlete.
Contacts & Evaluations
In-person, off-campus recruiting contacts shall not be made with a prospective student-athlete or a prospective student athlete’s relative or legal guardians before June 15 immediately preceding the prospect’s junior year in high school.
Procedures for contacts and evaluations are as follows:
- All coaches are responsible for knowing the specifics of their respective sport’s recruiting calendars and abiding by the calendar in all recruiting activities.
- All coaches are responsible for contacting the Associate Director of Athletics–NCAA Compliance with interpretation requests regarding a particular calendar.
